Victor has experience serving rural and suburban economic development organizations in Texas with an emphasis on existing business retention and expansion including a certification in Economic Gardening from the Edward Lowe Foundation. Victor received his Certified Economic Developer (CEcD) accreditation from the International Economic Development Council.
